Federal gaming law, 244-FZ, drawn up in 2006 by former President, now Prime Minister Putin calls for a total ban on gambling in Russia from July 1, 2009, with the only exemptions being four specially designated zones; one each in the Kaliningrad, Altai, Primorye regions and one on the border of Krasnodar and Rostov.
With an acute ability to reinvent itself Russian found a way to fix the problem. Russian Las Vegas' is about to be born. Over the past few months the Krasnodar region has been researching casino resort developments worldwide, Plan there will be hotels, yacht clubs, aqua parks, marinas, golf clubs, all kinds of extreme sports, racetracks and other kinds of entertainment
Big investment opportunities writes: "At the World Economic Forum in Davos, Krasnodar Region was named the most attractive region in Russia to investors. To boost investments, the Region Administration pays special attention to the development of international and foreign economic cooperation of the region with European countries."
Russia's gambling industry will be confined to four remote areas. The southern region of Krasnodar was the first to present its ideas on developing a Russian Las Vegas.
